Many people with Kleptomania are afraid to seek medical help with the fear of going to jail.
Even so this is a disorder and you may not be punish if you seek help. The doctor might not report the patient because they should understand the situation. If the patient is not diagnosed with Kleptomania in the end maybe they can stop the shoplifting on their own power.
